My buyer cancelled their winning bid, saying they changed their mind. The item is now in my selling page, sale completed, waiting further action. I got through to an expert seller who directed me to the Second Chance option, which I took. But the original sale is still there! What do I do to cancel the first, unpaid transaction?
Buyers cannot Cancel. They can only Request a Cancellation. You can Accept or Decline. Only Business Sellers have to accept as they have to Offer a 30 day Change of Mind Policy.
A buyer cannot cancel unless by opening a request to Cancel case and only with your agreement as a Private seller... See >

If you have not been paid ? > unless you open an Unpaid case/s and return to the Resolution Centre to close it as still unpaid 5 days later to recover your selling fees, eBay will expect those fees to be paid ... neither party can leave damaging Feedback and any left during the case process can be removed on request ... you can then safely relist >
Cancelling the sale is risky, only lets them away with non payment and still leaves the timewasting 'buyer' with the option to leave damaging Neutral/Negative Feedback for you >
You cannot do a second chance offer until you have closed down the original sale.
Open a non oayment case against the non payer - Go to the Resolution Centre, link at foot of this page. You can open a non payment case 2 days after the sale, and close it 4 days later. You will get your selling fees returned, the buyer will get a non payment strike, and neither of you can leave feedback.
The second chance offer will appear at this point.
You could always send a message to the under bidder today, and ask them if they are still interested in the item as once the non payment case is completed you will be in a position to offer it them.
Add the buyer to your blocked list so they can't buy from you again.
