Unable to start a case

I messaged a seller asking for a refund as the item sent did not match what was being described, then are being awkward and in their last message said

"put the product back in the envelope in the same condition you received it and write return over the package and drop it at any mail boxes near you for the refund."

I would therefore like to open a case with ebay but no longer see the option on that particular item, is there any url I can go to directly?

If you bought within last 30 days, open ebay case for not as described, seller issues returns label, you post back for full refund.

Escalate after 3 working days if no label or refund.

Ignore seller excuses.

Resolution Centre (ebay.co.uk)

Ebay have changed resolution centre, so you may have to paly with it,

I haven't seen how it works.
