UPS wont send item to purchaser

Hi, I sold an item in the UK to a US purchaser. I used UPS (as provided by eBay) and my delivery arrived at UPS in the US but they won't send it to the purchaser without contacting them first (never had this problem before). Needless to say, the eBay purchaser won't give me a contact number to pass on to UPS so I have now had to refund the purchaser, my item is still stuck at UPS, who apparently won't return it, and I am out of pocket for my sold item plus £30 postage. Anyone else had this problem? Tried to contact eBay directly but not found a way as my 'issue' was closed as soon as I refunded. Thanks

looking at your listings you are in Global and if the item in question was sold/sent via Global - once you prove delivery to the UK Global hub it's their responsibility so you are not responsible for the refund.
