That does appear to be a postal receipt for a Special Delivery letter. If you actually sent cash in there you are not covered by eBay. If you do not get anything sent back I doubt if the police would help. How could you "prove" you had sent money? All you could prove is having sent an SD letter. I'm afraid you may have been scammed. Please come back and let us know the details. A cleverer member may be able to think of something.
Everything on eBay must be paid for through the ebay check out on the listing or by cash when you collect something
The sellers page seems to be for a number of mixed items but is not active. Nothing very expensive it would seem
No one here is interested in what you have sent, but if it is cash, then you have no money back guarantee, no proof of payment and seller may not mark as paid.
Purchases on ebay should only be paid by methods shown on the seller's listing which are approved by Ebay. If you sent cash, that was VERY unwise.

I'm sorry but [I'm old!] I am not following this. Is this a refund that you have sent [in cash] to a buyer or a payment [in cash] for something that you have bought.
In either case it would seem a dreadfully risky way to deal with it.
You must buy [and pay] things through the eBay checkout on each sale or by cash when someone picks up an item from you. If you need to refund that is done through the resolution centre.
