Is anyone like me? I'm a seller from Vietnam but my account was created in ebay.co.uk. Is it okay?

No you need to Register with www.ebay.com. Go to Help and Contact at the very foot of the Page enter Advanced Search. Scroll down to the Phone Link for EBay to Call you back. Live Chat should also be available.
