Hi I recently sold some euros, heard from buyer and went to post office to check how much to send as it was Sri Lanka.. They advised me not to send to Sri Lanka without insurance so I asked the buyer to give me written confirmation they would not make a claim against me if it goes missing and they are not going to pay the insurance. (Just tracked and signed) No reply so can I offer it to another bidder and how do I bill them thanks.

Does not matter what they put in writing as they are covered by buyer protection and insurance is for the seller benefit.
You need to look up regarding being covered as, for example, PayPal won't give you any seller protection.
Buyers are covered by ebay MBG if item doesn't arrive,
it is up to seller to use correct postage method.
Even if posting to UK, you still need to insure money.
