Seller not processing payment + threatening "disqualification" if negative feedback left

Hello.

 

Firstly, I won a item on bidding and made payment for it immediately. However, the seller has not processed the payment. I've contacted them twice and its been 10 days. I've contacted them twice but they do not respond.  I'm sure the problem is at their end as the payment has clearly been made on my end via PayPal. Can anyone suggest what might have happened?

 

Secondly, while going through the seller's profile, I noticed that they mention that ANYONE LEAVING NEGATIVE FEEDBACK WILL BE DISQUALIFIED FROM MAKING FUTURE PURCHASES WITH THEM!! That's basically threatening customers leaving negative feedback! Is that even allowed on Ebay?
