Sell 3 items for Free!

I hope someone can help me with this!

I accepted the above offer a couple of days ago - all good.

I listed a new item, reducing my listings to 2 on this promotion - all good.

I have an item that didn't sell. It did not automatically relist as I did not want this option, so all fine there. Today, I chose to relist this item, as the option was there to do this in my 'Unsold' items. However, it has used a further of my 'Sell 3 items for Free' listings, when I wanted to save my remaining 2 free listings for other items. 

Any idea if this is right or why it has happened?

You get 3 free listings, if doesn't sell still counts, so if you relist it is part of the 3.

The item I relisted was not part of my current '3 for free' when it was originally listed. So, am I right in understanding that you can't pick and choose what listings you apply the promotion to? Is it just the next items that are listed (or relisted) that use these promotions as a precedence?

No option to choose, after accepting offer next 3 items to list will part of it.

you can't 'choose' which items to apply the offer to, it is applied to the next listing that you make
