eBay only act from instructions from you.
Have you opened the relevant case in the Resolution Centre, and entered the tracking number of the returned item? Then it gives the seller 3 days to refund you . If they do not, eBay will not know , so you have to escalate the case on day 4, then eBay step in and force the refund.
If you do nothing , the case times out after 30 days, because of the inactivity , eBay see that the matter has been resolved between you and the seller.
If the 30 days have lapsed and the case is closed, open one now with Paypal. Enter tracking details, and escalate after 2 days and before 20 for your refund.
Do not forget to escalate here, it's your last chance for a refund.
