I would like to return an item that was not represenitive of what i ordered. The seller is saying i am resposible for the postage. is this correct

Hi, Open a case for Item Not as Described in the Resolution Centre.

The seller will provide you with a pre paid returns label. 

If he hasn't done so by 8 days, you will get the option to escalate the case for ebay to step in and send you one at the expense of the seller.
