I purchased a footpump which arrived fauly. I returned the item but didnt get a refund so opened a request refund case. As I had already returned the item at my cost the return refund case being open would not allow the seller to give me a refund. So I closed the return for refund case, but the seller still says theres a block and cannot give me a refund. This case is over a month old now.
You should have escalated the case. You can't open another one on ebay but you can try Paypal if you used them. So open a "not as described" case here:

Enter the return tracking number and escalate it after 2 days and before 20 days.
