Nobody else is reporting an issue with the resolution centre, though, if you were trying yesterday, that's eBay's maintenance day, many things go awry, and are not available from time to time.
Also if using that hopeless app, use the more reliable desktop browser if you can. Chrome and Firefox are both eBay friendly.
