How can i report a seller who is unable to deal with my request.I asked her many times to cancel the order as ebay didnt allow me...even after several mesaage she act like she does not understand what i.am asking...even open a case for unpaid item...how can someone so arrogant!?

Of course she opened an unpaid case, you didn't pay, it's the only way to guarantee getting the final value fees back.
if it's a private seller they are under no obligation to cancel a sale.
If it's a UK business seller then they are still under no obligation to cancel, you can return for change of mind but you didn't even pay.
Bidding or pressing buy it now means you have entered into a legal contract to purchase.
I don't know how some buyers can be so arrogant.............
