You could perhaps open a case for 'item not received' in the Resolution Centre - link to RC at the bottom of the page.
I don't know if this will be possible if the seller has made an attempt at a cancellation. You do not have to agree to a cancellation if you don't want to cancel. It makes no difference to your refund. I'm rather puzzled about what is going on.
You could try contacting Customer Support for help - using the Help and Contact tab at the top of the page.
If the cancellation has completed you don't need to do anything. Not all cancel options need buyer agreement.
Paypal refunds return to the source of the original payment. So if you used your debit card with Paypal the refund will return to your bank account which can take about 7 days. Credit card refunds return to card and can take up to 30 days. Only payments from your Paypal balance return to your Paypal account immediately.
