Refund and item not return

I have refunded a buyer and she as not sent my item back when I have been in touche with her she tells me that she as given my boots to a friend how can this be legal any help would be appreciated as I'm not going to let this drop thank you

Sorry but you should not issue a refund before the item has been returned.
