I had a customer who wanted to return an item, but then decided she didn't want to , was happy for a partial refund. Now I have her payment on hold with paypal, even thought the case was closed on ebay. Anyone have any ideas who I contact.
Try ringing Paypal. Click on Contact at the bottom of page in your Paypal account > Call Us to get one-off 6 digit code. If you get the automated voice say "Agent" to speak to someone.
