Will all private sellers have to switch to ebay payment management? If so, by when is the time to register?
Yes, and you do nothing until requested by Ebay. All sellers will be on Managed payments by the end of the year.
A word of warning, at the moment sellers using MP are unable to list coins,
ebay are reviewing it so hopefully by time you change they will be allowed.
