Payment Issue

I recently ordered an electric fireplace but didn't receive the item. When i contacted the seller, he/she told me eBay said payment wasnt made. However, money was taken from my account and has not been refunded. The seller decided to cancel the order and advised that i check my account. I have reordered the item and made another payment, which went through. But i havent been refunded for the one i paid for that for some reason, eBay said no payment received.

The order number is 313204002529-1136823322021. Order date was 23 June and 229.96 pounds was taken from my account. How do i get this refunded please?
