PayPal fees

I am annoyed to find I have to pay an admin. fee to PayPal for a money back guarantee reimbursement, which means I do not get my full money back, so I have lost out

through no fault of my own due to the sellers default. Grateful though I am to have a refund this does not seem fair. Any info. on this?
