I think it may have something to do with "Third Party Authorisations". I think I have that right.
In your Ebay Account under Preferences you may find some of these which you did not even realise existed, as most are to do with Ebay, who obviously have access to your account. When one of these is activated it appears that someone else is accessing your account.
On mine there is Ebay Bulk Listing, A sniping Company I use, and Lithium (now known as Khorus). There name is on this page on the lower left side. Khorus monitors the answer centre and removes anything that is not allowed, and therefore I assume has access to members accounts.
This is just my Theory but it would help explain the number of reports and as already said I think they can be taken with a pinch of salt and deleted.
