All sellers are being moved to ebay's MP, sellers have to add bank info so money is paid into there instead of paypal. If you don't add bank, you can't sell.
Buyers can still pay via paypal.
As you don't seem to be a seller, I don't see you need to do this.
When going through ebay checkout to pay for items, you can select paypal along with other methods.
