Non payment by buyer

I'm fairly new to ebay and how it works. I have had a buyer who made an offer and agreed to send payment after Invoice, not make payment, and after a few days sent a message asking me to cancel. What do I do and how do I do that? 

It's unfortunately as I had two offers and took the first who hasn't paid! Does this happen often?

It does happen but not too often.   You can issue an Unpaid Item cancellation after 4 complete days to end transaction and get your fee refunded.  More info:
