I've tried several different items, on several different devices, Firefox and Chrome, 2 different networks and using the ebay app and all give similar errors.
As I can't answer other people who have the same problem, I thought I'd share an update on my own.
I've spoken to Customer Service who've confirmed that this problem has existed since May, only affects "some" accounts, and that I shouldn't expect it to be fixed for at least 3-5 days, possibly up to 10 days.
