Listing issues

Hi, started listing on ebay after an absence of some years but all my listings (5) are in Draft mode. Have tried the option " complete draft" but it doesn't work. Have checked the "automatic payment" for fees - set to Paypal. Recently changed my ebay name to reflect new niche. Would that affect listing items?  Anybody got any ideas?  Appreciate any help.Thanks

Click on  "complete draft", scroll down the listing itself and use the blue tab at bottom left -  "List with displayed fees".

Under the blue tab "List with displayed fees" there are no fees listed. Tried it again but still in draft mode.
