Item not received Help with getting a refund

I have received a message from ebay( the day after placing an order and paying for it) to say the item was removed as there is a problem with the sellers account. It advises contacting the resolution centre for refund if it doesn't arrive. Tried that, but as no purchases are showing in my history, it can't help. Any ideas how to actually contact someone at Ebay to sort this. Seems the telephone number doesn't actually put you through to anyone to help you. It just refers you back to website!!!

You need to open a case in Paypal.

 

Log in to your account and report a problem with the transaction. >>  I didn't get it. Put in the notes that ebay has removed the seller.

 

You'll need to escalate the case after 2 days, and certainly before 20 days.

 

You may have to wait 10 days before you can open a case, as the item may turn up yet.
