If you don't Receive your Purchase by one day after the last Estimated Delivery Date you can Open an EBay Case for Item Not Received in the Resolution Centre. Escalate the Case after 4 days for Ebay to Step in. They will Force the Refund.
You cannot Request to Cancel once an Item has been Posted. Not all Sellers Leave Feedback.
