If someone had made a winning bid, do they have to buy the item?

Can a buyer be made to buy the item when they have made a bid which won the auction (or at least a fee for waisting the sellers time and opportunity to sell)?

 

It is not the first time where a buyer has not paid (or no intention to pay) and it is very frustrating. It should be that any bids placed are having to pay for example 15% cancellation fees as another buyer might not have made a bid thinking it is over their limit or budget ...

If they dont pay then you wait 4 full days and on the 5th you can cancel the sale or ebay will

The non payer get a strike and you get your fees back

Set your buyer requirements to block bidders with non payment strikes

The strike will go against their account

It is up to ebay how the non payers are dealt with and ebay dont allow cancellation fees
