I refused delivery but xdp say it's delivered.

I ordered something but it came late, I contacted eBay who said they would refund and if it came to refuse delivery. It came 2 days later and I refused delivery, unfortunately it still says delivered on eBay and I can't get through to xdp 4 emails with no reply 6 phone calls with over an hour on hold each time at 7p a minute. eBay will not refund as it says delivered the seller won't do anything for the same reason. I feel like crying...

Yet again ebay CS has given the wrong advice.  If you bought from a business seller you could have sent it back for a refund at your expense.  Arriving late would lead to a change of mind return, not a significantly not as described one.

As far as I know, if you refuse delivery you void the money back guarantee. You needed to accept it then open a change of mind return, and return at your expense for a refund, assuming it was purchased from a business seller.
