IF it is in your purchase history then open a not as described dispute
I not there then try Help and contact and all items you have bought should come up and open a dispute there
If not then contact ebay and ask them to open a dispute

If you paid by paypal then you may be covered there
Sign up for their returns if you can before opening the dispute
