I want to raise an issue in the resolution centre but the instructions to do so on ebay do not match the reality. That is, it says go to Purchase History, select See Request Details and then select Ask Ebay to step in but these options do not exist in my purchase history!!
Also, the instructions in "help & contact" to get a phone number say click "call" and a number and pin number will be supplied. The "call" option does not exist on the contact page.

If you already have a case open, then you need to wait until day 4 before the option to step in will definitely appear. If you don't have a case open, go to the resolution centre link at the bottom of the page and open one. This is also the best way to access an open case.
The CS options are call you back and live chat, you can't phone them at the moment.
