How do I make a complaint to ebay?

I ordered a car bumper, discovered I did not need it, cancelled the order. It was never sent but I was also never refunded even in part. If I had realised that I would have just received it and resold it. I have emailed the seller twice but no response at all.  Has 100% rating. I'm not happy. How do I convey that to the seller and to ebay? Thanks for your help.

You don't complain to Ebay, they provide a MONEY BACK  GUARANTEE on every listing and they do expect buyers to read it.

 

You simply open a Not Received case and so long as you are within 30 days seller has no choice but to refund. READ EVERYTHING, ebay doesn't do this YOU DO.

You did not have an automatic right to cancel the transaction

If you did not receive the refund or the item then you should open a not received dispute

and escalate after 3 full days

You have 30 days to open a dispute in the resolution centre at the bottom of the page.

All problems with items are sorted out automatically in the resolution centre
