Hidden Paypal fees on GSP programme sales

I've noticed that Paypal fees for sales to International buyers through the GSP programme are higher.  This is presumably because we're being charged 3.4% on the international part of the postage payment.  But as a seller, I have no idea what these additional postage charges are?   It seems unreasonable to be charged commission on an amount of money that is neither visible to me or under my control?

Any thoughts on this?

Cross border fees through paypal are charged at different rates, usually 3.9%, whether items are sold through GSP or sent directly by the seller.
