You are moths out of time to do anything though Ebay. You had 30 days to use the Ebay Money Back Guarantee and open a Case for Item Not Received. 180 days Buyer Protection with PayPal.

I am sorry but if you mean it has not been delivered after 8 months-odd why have you waited so long.  There is no hope I am afraid on eBay or paypal as the time limit is past.  30 days for eBay and 180 days for Paypal. 

If it is a British firm you may have recourse through Trading standards.

Why did you leave it so long

You had 30 days to open a dispute on ebay from the latest estimated day of delivery on the listing

and 180 days on paypal if you paid that way. You are well out of time for do anything on either of those now

Nothing you can do.

If you paid by card you may be able to a chargeback. COntact your bank
