Have I payed for this refund twice.

Will try and keep this short.

I sold an item on ebay for £690 inc postage. The buyer after 2 weeks claimed the item was broken and went through ebay to claim a refund.  Ebay automaticlly puts my paypal account into -£690 the balance was sitting at zero before then.  I can no longer pay for anything using ebay until my paypal balance is at  zero so I transfer money into my paypal account from my bank account to make this happen I transfer £690 and now my paypal account was back to zero.. 

Now some time has past I have recieved the returned item back my balance with paypal is still at zero and i think that the buyer has had a refund but no.  2 days ago ebay took £690 from my bank account that is linked to my paypal account to pay back for this refunded item.  My paypal account is still showing zero but now I believe i have payed twice for this refund.

Does this sound right and normal practice for ebay?

Just to recap money has been withdrawn from my bank account twice.  First time was by me a bank transfer from my bank account to paypal to get my paypal ballance back to zero...

Second withdrawl  from my bank account was 2 days ago to pay for the refund and this withdrawl was by ebay a direct debit.

When I look at my bank statemnet I can see the two withdralls
