If you can still open a case for return , do so now, but you have no right to demand a partial refund and the seller does not have to offer one. There are far too many scammers who try this on, which is why it's not allowed.
The rules are - if you want a refund you have to return the item. This is not just an ebay rule - it's the same on any online site, and the law.. You cannot hope to get your money back and keep the item. Other sites do not even have the option to do a partial refund. It's return or nothing.
If you really can't get out to return items, then maybe on line shopping is not a good idea for you, because as I said, returning items is the law, if you want refunds. I'm sure you must have a firend or neighbour or relative who could go to the post office for you.
