Fraudulent purchase

Hi all...I hope you can help me? I made a purchase which never got delivered now the seller has deleted himself off the messanger chat and I think has blocked me from his ebay post as I can't find it?

 

How do I go about getting a refund?

If you are within 30 days from the item's last estimated date for delivery,  then open a case for item not received, in the Resolution Centre,   and escalate on day 4 if not refunded beforehand.

If you have passed this timeline open the case in Paypal and escalate after 2 days and before 20.

 

Do not close any case early on any promise or excuse the seller may give,  and do not forget to escalate.
