Forced to join Payoneer!

Any one else been forced Into having to get an account with Payoneer because E bay are restricting your e bay store until you have a Payoneer account? Then when you have a payoneer account E bay will not let you connect It to your e bay account because e bay will not accept your billing address even though It has been accepted & approved by Payoneer, and you have had the same billing address for twenty years?
