Fake product purchased from Ebay Seller asked for return label but doesn't send one

I purchased a 

Replacement Power Supply for 7.5V Roberts PU-11 PU11 UK

sadly it does not work properly it crackles and hisses when used on the radio so obviously fake. I asked for a return label to return it but they send a link to the post office to print a label that is out of date and expired they did this twice. They obviously don't want to pay for return postage.  Has anyone else had this and if so how did you get over it. Should I contact Pay Pal for a refund or should I ask Ebay to step in.
