help needed is it a regular thing for Ebay to breach there own policies regarding returns and setting a fourteen day returns date ? and how is it best to proceed  when an item has been returned used and parts missing

All you can do if buyer returns with parts missing is use the Report a Buyer Link.

Unfortunately you will still be expected to refund and if you don't and the buyer escalates to ebay then they will refund at your expense.
