Damaged and item not as described

Can I contact eBay regarding a sellers items. They have bad feedback which I didn't see until now stupidly. 

I bought a personalised plaque which came broken and terribly painted, I don't mean to be rude but a child could have done better. Unfortunately others have experienced the same service and got no reply to messages from the seller seems to be the general feedback also after purchasing. 

is my only option to raise a return request and wait ? I really want eBay to investigate and remove the seller from doing this to more people. I also want a refund obviously but my only option seems to raise a return request

Yes, start a "not as described" return on the far right of your order in Purchase History.  Then escalate it after 3 business days.  If the seller is in the UK ebay will require them to issue a paid-for postage label for you to print and use.  And they will enforce the refund after return.   If this happens to the seller often their account will probably be suspended.
