If you mean why is the option for them to ring you that presumably means they have no staff.  

I don't think it's a permanent thing.  

Why do you feel the need to contact them; it's rarely needed. If you tell us what is wrong?  We can probably advise

There is no option to tell ebay anything apart from buying and selling
