Hope you are well.
I was supposed to receive a pair of items, however I was only sent one item by the seller. Luckily, I only need one at the moment. I messaged the seller this; they messaged could give a partial refund (paying me back half the amount I spent); I said that would be fine.
They have then messaged me saying that they need me to accept a cancellation request for the order, for them to obtain the transaction fee back from eBay. Is this correct? As long as I still get the partial refund I'm happy. But when I've cancelled a sale in the past paypal kept their fees and the buyer was fully refunded. I'm not sure how it works with the new system where paypal is no longer involved.
TL;DR: Will I still get a partial refund if I accept the sellers cancellation request?

If the two were bought as one transaction the refund would be for both. The seller can issue a partial refund without cancellation. See them this link:
