Cheated out of £55

I bid asking price for an item and messaged seller to say that I wanted the item delivered to UK (not abroad where I live). Seller accepted and sent me invoice, which I paid. She then noticed that I lived abroad, didn't bother reading my message and said she couldn't deliver outside the UK, so cancelled the listing which I had just paid for on Paypal. I explained once more that I wanted delivery to UK so she relisted the item and asked me to bid again, which I did and then paid £55 a second time for the same item (which was later delivered). BUT, I was debited twice for the same item and although seller states she has contacted Ebay to request a refund of the first £55 paid, absolutely nothing has happened. I have waited patiently for a month. I have also contacted Paypal who say this issue is nothing to do with them. I can't find any direct contact number for Ebay anywhere. Any idea how can I get back the first amount paid which the seller states she hasn't received? I believed her to start with, but now not so sure.
