Cancelled bids rebidding

Yesterday while it was £102 I placed a maximum bid of £170 on an I phone 8,

later I was outbid (£175) only to receive a message from eBay I was again highest bidder at £102, in looking 7 bids were cancelled?

Later I was outbid again and it appears the £175 bid was rebid to win?

I smell a rat however there does not appear to be a complaint procedure?

Whoever won the phone probably has more grounds to complain, that the bidding appears to have been manipulated to increase the price. This is known as shill bidding, which used to be reportable - but eBay no longer wishes to be reported.

They claim to have their own procedures to detect it, see: https://www.ebay.co.uk/help/policies/selling-policies/selling-practices-policy/shill-bidding-policy?...

It's strange that eBay seems so more concerned to detect attempted fee evasion than shill bidding This, if successful in pushing up the price, actually increased eBay's fees.
