Buyer wants refund

My buyer sells on an item because it wasn't suitable. His buyer wants a refund, said it does't work. Its taken 28 days for my buyer to request a refund. My buyer didn't ask me for a refund, if he had i would have given a refund. Instead sold it to a third party. Am i responsible for the refund?

No.  By selling it on he basically accepted it.  You should contact customer services and point them to the message where he admits he has sold it.
