Buyer doesn't pay....feedback?

It's annoying when a buyer doesn't pay (it's a nuisance for both the seller and honest bidders too)...more annoyingly so when we can't even give a negative feedback about it - ok, they get an "unpaid item will be recorded on their account" but frankly, these aren't that "visible" - personally I do check the feedbacks (expecially the negative ones)...but I rarely noticed any "unpaid item..." - in fact, where do I find it? Is there a way to dump any chap with an "unpaid item record" before they "infect" the bidding process (cos' they behave live vermins - literally).

Then, the real problem starts when trying to rectify and limit the damages by offering the item as a second chance....correct me if I'm wrong - but it seems as one has to first delete the "transaction" with the vermin and wait for several days before one can offer the item to the second bidder?

This is a cut and paste of the procedure:

  • Sending a Second Chance Offer is free but if your item sells, you will be charged a final value fee based on a percentage of the final sale price.
  • You can send a Second Chance Offer for up to 60 days after the listing ends.
  • Before making a Second Chance Offer, try and work things out with your winning bidder first.
  • If your original listing was an eBay Charity listing, the donation preferences that you specified will apply to this Second Chance Offer.

The first point isn't a great start - can anyone from Ebay explain please? What's the logic behind it?

The third point is the real issue...the vermin doesn't turn up, doesn't answer, can't be bothered....and genuine sellers and bidders are blocked for how many days?

So, is Ebay taking notice of this issue or are they keeping on losing sellers and customers?
