My buyer has said their has been a restriction placed on his account and asked me to send my Paypal details so he can make payment. Is this safe?

99% of the time this is the start of a SCAM
How it works is you will be sent a FAKE but very real looking notification from "Paypal" to say you have been paid BUT when you log into your actual account you will see that you have not.
Just open an unpaid case in the resolution centre at the bottom of the page a day or 2 after your listing has ended and follow the instructions carefully to get your Ebay fees refunded.
No, it isn't safe. It's important that the buyer pays by PayPal through eBay's checkout. If there's a genuine problem in paying they need to sort this out with Paypal themselves.
There is a regular scam by which the buyer persuades the seller to disclose their PayPal details, then sends a the seller a convincing fake email, pretending to come from Paypal, stating that payment has been made and the seller should now post the item. There was no payment, of course.
