Account hacked??

I received an email saying " Welcome to E Bay" Beatrice Bezen,Start shopping now!  It has an ID similar to mine, but obviously its not me.What should I do, and how do I do it?

Clear cookies then change your passwords:  

My eBay > Account tab > Personal Information > Password > Edit

In your Paypal account > click on the cog icon, top right > Security > Password > Change

Never enter your password into a link on an email.  Emails from eBay and Paypal will always address you by your full real name.  Anything else is a spoof phishing email trying to get your password.
