these are public boards and you would have to contact eBay directly, however -
You are not a registered business seller so you were breaking eBay rules and the law.
The 96.8% rating and customer dissatisfaction would also have something to do with the restrictions..
Doubtful eBay would reinstate you as you are basically saying - reinstate me so I can continue to break the rules and law.
