Sellers are scamming buyers with no action by eBay

I recently bought a Barbour Jacket. It was a good price but similar to other prices on eBay. I never received the jacket and eventually after over 2 weeks of waiting from the purchase date, I got a refund after going through eBay's long winded refund policy. The seller never replied to any of my 6 messages and whilst I was waiting for delivery the eBay user name was changed and I no longer could see his feedback notes. I know he scammed over 10 more buyers as his feedback score has plummeted from 100% positive to 90% based on only about 100 feedbacks. He was suddenly getting lots of negative feedback including from me. 

My question is why is eBay not banning this seller? He still has an account. 

Unfortunately I am now in the same situation and I suspect it is the same seller ( I kick myself for falling for it again). Today the verification service should have received the Jacket but it hasn't even been dispatched. The seller is not responding to messages and surprise surprise the seller is away until January. I am supposed to receive it by Friday 19th December, but I know exactly what will happen. I will have to wait 3 working days after this date which takes us up to Christmas day and then eventually I will get a refund.

Ebay doesn't do enough to combat fraud and I will no longer buy high cost items from private sellers. It should intervene if a seller is not replying to messages. Surely not replying indicates the seller has no intention of sending the item?

Ebay support is very poor and they only seem interested in giving a refund and take no other action. It's not surprising eBay has such poor general reviews online. They should have a telephone fraud line as it's a massive issue and will affect their reputation.

I feel helpless that I have paid for an item that I will never get and will be waiting again over 2 weeks before I get a refund. I have been on eBay since 2007 but will now limit use to low cost items from companies.

This is a further update to the above post. I have just noticed that the pictures from the 2 sellers are the same. the jacket is shown on top of the same rug and also hanging from the same door. This is a seller who is selling low cost items to get a good feedback score over a period of about a month and then suddenly selling multiple new Barbour jackets which never arrive. The seller is then changing their user name and starting again. this is a fraudulent seller. How can I report this to someone from eBay who will listen?

@stephenm3102 click on the 3 vertical dots on the listing (before opening the listing) and report from there. Usually it makes no difference.
